Babydoll Spencer is a creative visionary committed to helping young people unlock their full potential. Raised in the heart of Watts, California, Babydoll grew up surrounded by resilience, creativity, and untapped brilliance — a reality that deeply shaped her vision for the future of her community.

From an early age, she was drawn to service, volunteering her time to support community efforts that helped provide resources for children, families, and those in need. Known as “Governor” by the late local philanthropist Mildred Benson for her natural leadership and desire to help others, Babydoll developed a strong belief that communities thrive when people uplift one another.

After earning her degree in Fashion Merchandising, Babydoll built a career in the creative industries. Yet her greatest calling was always rooted in something bigger — creating opportunities for the next generation.

That vision led to the founding of State of Innovation, a movement where young minds are empowered, creativity is nurtured, and the potential within every child has the opportunity to flourish.
